The initiative is designed to integrate world-class AI universities, enterprises, and various innovation entities along a single corridor. This is seen as a key move to implement the national innovation-driven development strategy and support Beijing's function as a center for technological innovation. For the first time, a comprehensive plan covering urban design, industrial development, land use, and transport planning is being drafted for this corridor, introducing a "three zones and two wings" spatial layout.
The central part will feature an "AI Origin Community," creating a campus-adjacent innovation ecosystem within one kilometer of leading universities such as Tsinghua and Peking University. The northern section will become the "Zhongzhi Park AI Independent Innovation Acceleration Zone," aiming to be a national hub for AI platforms and a center for global AI cooperation and governance. In the south, the "Dazhongsi AI Industry Cluster" will be strengthened, using the business advantages of platforms like Douyin to foster new AI-native and AI-enabled business models. The western wing will provide Zhongguancun technology services, while the eastern wing will focus on enabling applications along the Xiaoyuehe River. The corridor will also radiate northward, connecting with the AI North Latitude Community, colleges, and research institutes to support the full lifecycle of technology transfer and commercialization.
During the 15th Five-Year Plan period, construction will focus on four key areas. The first is achieving breakthroughs in core technologies to secure a self-reliant and controllable industrial foundation. This includes supporting original innovation in universities, research institutes, and national laboratories, with research spanning from new process chips to next-generation AI foundational theory. Efforts will target disruptive leadership in areas like world models, neuromorphic intelligence, brain-computer interfaces, and quantum intelligence. Moreover, the plan is to move beyond parallel development in mainstream models to achieve overtaking innovation, supporting base models like Doubao, GLM, and Kimi to continuously push the boundaries of intelligence.
Second, there will be a significant push to strengthen computing power and data infrastructure. This involves building large-scale intelligent computing clusters and networks to drive the development of the AI chip, server, and infrastructure industry chain. The plan includes constructing a RISC-V ecosystem, pioneering innovations in chip-computing integrated architecture, and forward-looking deployment of space-based computing. The critical role of data will be leveraged by building national-level trusted data spaces in sectors like medicine, health, and basic science, collecting essential production factors to solidify the core data foundation for AI development.
Third, the corridor will focus on expanding application scenarios and fostering new business models within a "token economy." This includes accelerating the growth of the intelligent agent industry and supporting the vibrant development of innovative entities. The "AI+" initiative will be accelerated to build a system and ecosystem centered on intelligent agents, creating smart terminals like AI phones and glasses, and an AI-native application matrix. The "model-data resonance" initiative will deepen, applying AI to industries like manufacturing and software, with benchmark scenarios in education, law, and healthcare. The goal is to create a virtuous cycle of technological iteration, industrial upgrade, and value appreciation.
Fourth, the plan emphasizes open international cooperation and the establishment of AI safety and standards. Leveraging the Beijing Zhihui AI Application Center and fulfilling tasks for the China-SCO Countries AI Application Cooperation Center, the district will deepen international talent exchange and accelerate the global expansion of AI enterprises. A robust AI safety and standard support system will be developed, including platforms for ethical review and standardized governance. High-level events like the ZGC Forum and the Zhiyuan Conference will continue to be held to share China's AI story and open-source solutions globally, fostering mutual learning and coordinated development.
Ultimately, the high-standard construction of the century-old Beijing-Zhangjiakou AI Innovation Corridor aims to coordinate technological innovation, infrastructure empowerment, industrial cultivation, and global governance. The vision is to efficiently convert innovative potential into industrial momentum, solidifying the district's position as a world-class hub for AI innovation.
