The strategy emphasizes a six-pronged approach to industrial development. This includes optimizing the industrial structure through coordinated upgrades of traditional sectors, fostering emerging industries, and making forward-looking plans for future-oriented technologies. Officials highlighted efforts to establish new pillar industries in areas like integrated circuits, aerospace, biomedicine, and low-altitude economy, while also aiming to nurture future growth engines in quantum technology, bio-manufacturing, hydrogen energy, brain-computer interfaces, and sixth-generation mobile communications (6G).
Enhancing industrial innovation capability is another crucial pillar, with plans to strengthen original innovation and breakthroughs in key core technologies. The approach involves leveraging national manufacturing innovation centers and pilot test platforms, directing innovation resources toward enterprises, and refining a corporate-led industrial innovation ecosystem to continuously generate new quality productive forces. Furthermore, efforts to boost advanced manufacturing capacity will focus on new-generation intelligent manufacturing, promoting digital transformation, smart upgrading, and network connectivity within the sector.
The plan also calls for a push toward green and low-carbon industrial transformation, advancing carbon peak goals in the industrial sector, and fostering deep integration between advanced manufacturing and modern services. To build a strong enterprise base, authorities will improve the gradient cultivation system for quality companies, expand specialized and innovative "little giant" firms, and encourage collaborative innovation across industry chains. Concurrently, the high-quality development of the information and communication industry will be prioritized, with investments in next-generation communication networks and computing power infrastructure, alongside the widespread adoption of 5G and industrial internet applications.
According to Vice Minister of Industry and Information Technology Xin Guobin, the next five years will see intensified efforts to accelerate advanced manufacturing development and maintain a reasonable manufacturing share in the economy. This involves expanding value space by pursuing excellence in quality and technology, advancing process improvements, and extending the manufacturing value chain to enhance total factor productivity. Another focus is cultivating new growth drivers by deeply integrating technological and industrial innovation, adapting to local conditions to develop new quality productive forces, and strengthening public technology service and pilot test platforms to accelerate the scaling of original technologies.
Accelerating industrial upgrading remains a central theme, with continued emphasis on transforming traditional industries, which are viewed as both the foundation of manufacturing and fertile ground for new productive forces. The "AI + Manufacturing" special initiative will be deepened, alongside the comprehensive application of new-generation information technology and a green, low-carbon development action plan for the sector. To create a favorable ecosystem, the ministry will act as a strong supporter for enterprises, deepening reforms, advancing legislative research in digital economy and artificial intelligence, and taking action to reduce burdens on companies, including addressing overdue payments.
Yao Jun, Director of the Planning Department at MIIT, outlined specific actions to grow industrial emerging industries and build new pillar sectors. Key measures include tackling core technologies in strategically important fields and weak links in supply chains, with extraordinary efforts to achieve decisive breakthroughs in critical areas such as integrated circuits, high-end instruments, basic software, and advanced materials. The plan also emphasizes building demonstration bases for emerging industries, aiming to cultivate around 100 model parks by 2035 that demonstrate excellence in cluster development, collaborative innovation, and ecological optimization.
Efforts to foster application scenarios will be accelerated through large-scale demonstrations of new technologies, products, and use cases, particularly in areas like "5G+", "AI+", "robot+", and "industrial internet+". Finally, optimizing the ecosystem to concentrate resources on emerging industries involves implementing standardization projects, integrating technology with financial services, and building a comprehensive support system covering standards, finance, and talent to drive industrial growth.
