Residents of the Zhanxing Longhua Haoju residential complex in Haikou have raised concerns regarding parking fees in the underground garage, alleging they violate government-set pricing standards.

During a recent site visit, it was confirmed that the monthly rental fee for a titled parking space is 300 yuan, with a temporary parking rate of 10 yuan per day. Many residents believe this pricing exceeds the official government guidelines and have demanded that the property management company rectify the charges and refund any overpayments.

In response, the property management cited the pre-sale service agreement signed between the developer and homeowners, stating they are adhering to the fees stipulated in that contract.

Haikou's market regulatory authorities have now intervened directly to address the issue.

Yan Yinli, Secretary of the Party Leadership Group and Director of the Haikou Market Supervision and Administration Bureau, was on-site to oversee the handling of the complaint. Li Changsheng, Director of the Binhai Supervision and Management Office under the bureau's Longhua Branch, explained that after receiving resident complaints, inspectors were immediately dispatched to verify the situation.

The property company was formally notified of the government's parking fee standards and instructed to comply strictly with them, including refunding any previously overcharged amounts. However, a follow-up inspection revealed the company had failed to implement the required corrections. Regulatory authorities have now initiated a formal investigation into the property management firm.

Director Yan confirmed on-site that the residential complex has not established a homeowners' committee nor held a general meeting of owners to discuss parking fees. Zhou Hailing, Head of the Price Supervision and Inspection Section of the Haikou Market Supervision Bureau, clarified the regulatory framework.

According to the "Detailed Rules for the Administration of Vehicle Parking Service Charges in Haikou City" implemented in 2023, whether a residential complex's parking fees are subject to government pricing or market negotiation depends on specific conditions. If a homeowners' committee exists or a general meeting has been convened to agree on fees, market-based negotiated pricing may apply.

Since Zhanxing Longhua Haoju lacks a committee and has not organized collective resident discussions, it does not meet the criteria for negotiated pricing. Therefore, its parking fees must adhere to government-set prices.

At the scene, the manager of the Longhua Haoju Property Service Center stated that the company is now proceeding with corrective measures based on the government pricing standards.

Director Yan issued clear rectification orders to the property management. They must immediately adjust their charging system to align with government pricing and fully calculate all previously overcharged fees, refunding residents within a set deadline. Failure to complete refunds will result in the illegal gains being confiscated by law.

Furthermore, Director Yan indicated that the Haikou Market Supervision Bureau will use this case as an example to drive a broader city-wide campaign. This initiative will involve compiling complaint data to create a rectification list, guiding property companies in self-inspection to avoid violations, and increasing public education on relevant parking fee regulations to enhance social oversight.

Addressing public concerns is a priority. This intervention aims not only to resolve the specific issue for Zhanxing Longhua Haoju residents but also to systematically tackle similar problems across the city, ensuring that public grievances are managed thoroughly and effectively.
