In the golden autumn season, rice paddies in E'tang Village, Luohe Town, Gong County, Yibin City, are waving with ripe grain as farmers rush to harvest. Zhou Chengqian, head of the disciplinary inspection team stationed at the county's Agriculture and Rural Affairs Bureau, led a joint inspection unit to conduct special supervision on the remediation and repair of high-standard farmland. "Based on our inspections, issues like abandoned high-standard farmland and irrigation water supply problems have largely been resolved, with per-mu yields increasing by 25 kilograms," Zhou noted. The county's disciplinary authorities have established routine mechanisms including monthly scheduling, quarterly reviews, and irregular supervision, strictly correcting problems such as neglect in project acceptance and maintenance of high-standard farmland, using iron-clad discipline to protect fertile fields.

High-standard farmland construction is a matter of national food security. Disciplinary authorities across the province have made safeguarding food security a top priority for political supervision, focusing on areas such as grain purchasing and sales, high-standard farmland construction, crop seed operations, and policy-based planting insurance. Through deepened special rectification, routine supervision, and systematic governance, they are fully supporting the construction of a higher-level "Tianfu Granary" for the new era.

Insisting on case-led investigations to dig deep into misconduct, corruption, and responsibility issues. "Within three years, three different fertilizer suppliers won bids, but the project funds ultimately flowed into one boss's personal account..." Not long ago, the disciplinary committee in Chuanshan District, Suining City, investigated a case where Zhang, head of the engineering department at Sichuan Tiansui Agricultural Group Co., Ltd., embezzled state assets by reselling soil fertility-enhancing fertilizers, inflating project unit prices, and colluding with others. During the special rectification of high-standard farmland construction, Suining City investigated a number of typical cases, recovering over 39 million yuan in losses.

Since 2021, when the "disciplinary committee secretaries monitor grain depots" action was deepened, disciplinary authorities across the province have continuously expanded the scope and depth of supervision around the major issue of food security. The coverage of supervision and governance has gradually extended to seed breeding, farmland construction, grain production and sales, and other links, thoroughly investigating corruption and responsibility issues in the grain sector to build a full-chain defense for food security. Case handling is the most powerful form of supervision. Focusing on the planning, design, construction, maintenance, and utilization of high-standard farmland projects, disciplinary authorities in Bazhong City have conducted thorough investigations, filing cases against 485 people so far this year, with 242 given party and government disciplinary sanctions.

The disciplinary committee in Zigong City has focused on key links such as grain and oil purchasing, storage, dispatch, rotation, and policy implementation, strictly investigating "grain-dependent corruption" issues like passing off old grain as new, purchasing then transferring, false in-and-out transactions, abuse of power for personal gain, and bribery. To date, 79 cases involving 83 people have been filed. Various regions have also carried out targeted special rectifications based on local conditions. Jiangyou City in Mianyang has focused on prominent issues in the farmland fertility protection subsidy sector, strengthening coordinated supervision involving disciplinary inspection, inspection, and audit, while using data modeling to precisely identify risks. A total of 71 leads have been processed, with 45 cases filed against 45 people. Weiyuan County in Neijiang City has targeted "fly and ant corruption" in soybean planting subsidy distribution, digging into issues like fraudulent subsidy claims and fund interception, with 53 people investigated and prosecuted cumulatively and over 7.4 million yuan recovered.

Promoting rectification to protect food security and the interests of the people. "Village officials came to guide us through the agricultural insurance claims process, precisely because they're worried about losses from this year's high temperatures, making it easier for us to file quick reports and get quick compensation to minimize losses," said Sheng Xuequan, a grower in Mazengqiao Village, Dongguan Town, Gaoping District, Nanchong City, to visiting disciplinary inspection officials. Currently, the Nanchong City disciplinary committee is promoting systematic governance of the agricultural insurance sector across the city. Disciplinary authorities are urging functional departments to focus on large-sum insurance and centralized claims, verifying subsidy recipient qualifications and fund disbursement village by village and household by household, ensuring every cent is accurately delivered.

During the rectification, disciplinary authorities across the province have both seriously investigated prominent issues that erode the foundations of food security and actively pushed to resolve issues strongly reflected by the masses, such as inadequate policy-based insurance claims and delayed distribution of agricultural subsidies. Adopting a coordinated "one board" approach, they are advancing rectification to achieve the organic unity of safeguarding food security and protecting the interests of the people. Grain storage and purchasing involve many points and wide coverage, making them prone to "micro-corruption." In Dujiangyan City, Chengdu, disciplinary authorities, ahead of the concentrated grain harvest and trading period, conducted in-depth inspections together with development and reform, agriculture and rural affairs, and market supervision departments, strictly investigating issues like issuing IOUs and falsifying measuring instruments, to fully ensure a bountiful summer harvest with all grain safely stored.

Seizing responsibility as the key lever, the Luzhou City disciplinary committee has promoted the introduction of 82 institutional mechanisms in the high-standard farmland construction sector, including project legal person management, project quality assessment, and post-construction maintenance implementation. They have implemented a "three-meeting system" for project villages, organized village deliberation and supervision groups, and fully leveraged the role of mass supervision. Deepening systematic governance to build a long-term mechanism for managing power, money, personnel, and grain. Recently, in Group 5, Panlong Village, Baohe Town, Yanjiang District, Ziyang City, drone aerial photography detected suspicion of about 8 mu of high-standard farmland being abandoned and overgrown with weeds. After cross-checking with the "one-map farmland management" platform, the Baohe town government quickly verified the situation on the ground and took measures to resume cultivation.

The "one-map farmland management" information monitoring platform for high-standard farmland construction across the province, built by the Provincial Department of Agriculture and Rural Affairs, enables closed-loop management of the entire project construction and management process. The Ziyang City disciplinary committee, together with the Municipal Agriculture and Rural Affairs Bureau, has piloted a dynamic supervision model combining "one-map farmland management" with drones, identifying and promptly rectifying 36 hidden problems such as farmland being used for non-agricultural and non-grain purposes. During the special rectification of the grain sector, disciplinary authorities across the province have strengthened the concept of systematic governance, deeply identifying weak links in the implementation of responsibilities, execution of systems, and exercise of power by competent authorities, pushing them to proactively assume regulatory duties and build a long-term mechanism that manages power, money, personnel, and grain through institutions.

The Sichuan Provincial Grain Reserve Management Group Co., Ltd. has systematically screened for integrity risks in key links such as reserve management, warehouse construction, grain purchasing and sales, and procurement of important materials, forming a prevention and control list containing 5 aspects, 98 points, and 119 control measures, effectively enhancing integrity risk prevention and grain reserve guarantee capabilities. In high-standard farmland construction, Dazhou City has established a corporate credit evaluation mechanism, incorporating survey and design, construction, supervision, and agency institutions into a credit information system with a "blacklist" system. In the seed industry, the disciplinary committee of Pengzhou City, Chengdu, has focused on each link of seed research and development, production, storage, and sales, building a supervision network covering the entire seed life cycle. Focusing on agricultural material procurement, the disciplinary committee of Guang'an District, Guang'an City, has promoted the establishment of an "agricultural material procurement and distribution supervision platform," ensuring that key procurement information is fully disclosed, operations are fully traceable, risks are warned in real-time, and supervision is synchronized online.
