Guizhou Charts Its Course to Become an AI Production Powerhouse in the Era of the Token Economy

Ahead of the 2026 China International Big Data Industry Expo, Guizhou is making strategic moves to solidify its position in the rapidly expanding token economy. On August 17, Guizhou Suanjia Computing Services Co., Ltd. finalized a significant partnership with Beijing SiliconFlow and Guizhou Shujia Technology for joint computing power operations. The collaboration will leverage the computing resources of Guiyang Gui'an New Area to efficiently convert raw computing power into token services, effectively creating a "token factory."

"The resource fit is excellent, and our cooperation is highly complementary, making the establishment of this token factory a natural progression," said Yang Jiawei, General Manager of Suanjia Computing.

SiliconFlow, a leading AI infrastructure service provider in China, has already amassed over 10 million registered users on its token supply platform. As part of this deal, it will deploy its complete AI computing power operations solution to local enterprises in Gui'an. "Every step of the foundation was already laid, and we just happened to hit the AI boom," Yang Jiawei told reporters. Suanjia's revenue trajectory illustrates this growth, jumping from less than 10,000 yuan in 2022 to over 10 million yuan by 2025. In the first half of this year alone, the company has secured contract amounts totaling 50 million yuan, with full-year signings projected to exceed 100 million yuan.

The 2026 China International Big Data Industry Expo, set to open in Guiyang on August 28, will focus on the theme "Tokens - A New Path to Unlocking the Value of Data Elements." This partnership underscores the exponential growth of China's token economy, which has seen daily token calls surge from 100 billion at the start of 2024 to 100 trillion by the end of 2025, and to nearly 175 trillion by June of this year.

In Guizhou, the brand direction "Need tokens? Find Guizhou" has been clearly established. A special support policy released in July offers enterprises subsidies of up to 500,000 yuan for purchasing large model token call services and rewards of up to 5 million yuan for building high-quality datasets. The "Guiyang Gui'an Token Economy Three-Year Action Plan (2026-2028)" has also been defined, aiming to strengthen intelligent computing service capabilities, data element supply, scenario application traction, and industrial ecosystem cultivation.

Refining Computing Power: From Whole-System Leasing to Per-Token Payment

Suanjia Computing was jointly incubated in January 2022 by the Gui'an Supercomputing Center and Guizhou University. The company launched its Suanjia Cloud Platform in October 2024, followed by the Suanqiao API token platform in May of this year. "The Suanjia Cloud Platform has nearly 60,000 registered users, with over 90% coming from provinces and cities with high computing power demand, such as Guangdong, Shanghai, and Beijing," Yang Jiawei explained. Currently, the Suanqiao API hosts over 60 mainstream large models, including DeepSeek, Zhipu, and Kimi, and achieved daily token calls exceeding 10 billion within just two weeks of launch.

Suanjia packages computing power into token services, allowing customers to pay based on the amount of tokens they consume. "You buy what you use, which lowers the barrier to entry." By breaking down computing power into billable units based on time and token volume, the company offers a more precise and flexible billing model. "You're charged when it's on, and not when it's off." To achieve this refined process, Suanjia began developing its distributed computing power scheduling system two years ahead of time, boosting GPU utilization from the industry average of 30%-40% to 60%-70%. Combined with optimizations at the model inference layer, the platform can offer prices at around 50% of the market average.

The high proportion of out-of-province users on Guizhou's AI data factory is seen by Yang Jiawei as both a result of the "East Data, West Computing" strategy and a reflection of the local market's current stage of development. "Demand for computing power outside the province is higher than locally, and computing costs in the east are also higher than in Guizhou," he said. However, the company is actively expanding local cooperation. "Based on the open-source ecosystem and combined with industry data, we can build vertical industry models that make full use of our own computing power." He also observed that some local AIGC companies still prefer to directly call official large model interfaces from overseas or other provinces. "But clients who use the open-source ecosystem to build industry-specific intelligent agents can cooperate with us deeply, and that's the next opportunity for Suanjia to expand its local ecosystem."

The robust computing infrastructure is rapidly being converted into token services. The computing power scale in Guiyang Gui'an has exceeded 174 EFLOPS, with intelligent computing accounting for over 98%. There are 50 data centers under construction or in operation across the province, and 400G high-speed computing channels directly connect to the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area. The computing power utilization rate exceeds 96%, with out-of-province customers accounting for more than 90%. In 2025, the province's computing power operations service revenue reached 82.4 billion yuan.

Consolidating the Ecosystem: Shifting from Selling Computing Power to Selling Tokens

"Computing power is just the ticket to entry," said Deng Mingsen, Dean of the School of Information at Guizhou University of Finance and Economics and Director of the Provincial Computing Network Integration Key Laboratory. He believes Guizhou's true advantage lies in the vast amount of authentic, vertical, and professional industrial and public data scenarios accumulated through over a decade of industrial digital transformation.

Local enterprises are quickly staking their claims in this transition from computing power to tokens. "The platform's daily token calls have grown rapidly from less than 3 billion at the start of 2026 to hundreds of billions now," said Peng Hailin, Director of DataBao and rotating General Manager of its AI Token line, on August 20. DataBao's subsidiary, TokenBao, was inaugurated in May, spinning off its core token business. Leveraging its parent company's two decades of data governance experience, TokenBao has built a comprehensive service system featuring "intelligent routing and scheduling, industry-level optimization, and compliant and stable supply."

"DataBao's core team has over twenty years of legal authorized data systems as its foundation, allowing us to create 'data-native' tokens that competitors can't easily replicate in the short term," Peng Hailin explained. DataBao has established a national network for public data, a network for scheduling idle computing resources, and a network for full-scenario applications. TokenBao is currently building the country's first "three-in-one" full-chain platform integrating data API, token API, and computing power API. The data API connects directly to over 50 ministries and government departments, more than 10 provinces, and over a hundred state-owned enterprises. The computing power API taps into a national intelligent computing base of millions of PFLOPS, while the token API offers both general and vertical dual-track services.

Previously, enterprises building AI applications had to interface with data, computing power, and token providers separately, managing three different contracts and often taking weeks to get everything running. Now, with "one connection for full-chain access," developers can integrate all three in just a few minutes.

Connecting Scenarios: From Technology to User Experience

On August 3, at Taiping Road in Yunyan District, Guiyang, the AI-driven cultural tourism product "Banzhi Mengxing" from Gansheng Tengwei Technology attracted over 2,000 users on its first day. "Scan a QR code, upload a photo, and within seconds you get a cyberpunk-style photo of yourself in the old street," said a tourist from Guangdong, Ms. Chen, who immediately shared her unique image on social media. The product boasts a conversion rate of about 50%.

"Cultural tourism is the easiest scenario for ordinary people to perceive the value of AI," said Feng Yuwei, General Manager of Gansheng Tengwei. "We need to turn abstract tokens into products that tourists can experience, purchase, and share." "Banzhi Mengxing" has already been deployed at the "Red Ribbon" attraction, transforming visitors from passive observers of history into active creators of digital memories they can keep and share. In the Yunyan district, it has been rolled out at multiple locations including Taiping Road, Minsheng Road, Shengfu Road, Radio Street, and Wenchang Pavilion. "Taiping Road gets a cyberpunk style, but Minsheng Road doesn't, because that's a snack street with a more local, everyday vibe," said project executive Liu Ziyun. The company is also collaborating with "Colorful Guizhou Style" at the Guiyang Grand Theater. "AI plus cultural tourism is about capturing the emotion you feel in that moment."

AI short dramas are also gaining traction. At the Yunyan AI Data Factory, Guizhou Yalu Yinghua Digital Technology Co., Ltd. is pivoting from contract manufacturing to self-produced content. "Before the Spring Festival this year, a one-minute outsourced drama was priced at 2,000 yuan; after April, it dropped to under 1,000 yuan," said General Manager Zou Hailong. A B-grade drama can be completed in two days, and an A-grade drama in a week, with total costs approximately one-tenth of traditional film and television production. The company is working with the Guizhou Cultural Equity Exchange to explore and develop local cultural IPs.

Looking ahead, Deng Mingsen predicts that "in 3 to 5 years, Guizhou will not just be a province that sells tokens. It will form a new AI industry ecosystem integrating computing power supply, token production, model services, scenario applications, and value settlement. In the token economy era, Guizhou should leap from selling computing power to selling AI production capabilities."
