These guidelines comprehensively incorporate the principles of the new real estate development model, focusing on a market-driven and law-based approach. The Commercial Residential Housing Development Loan Management Measures build on the successful "whitelist" mechanism, ensuring equal treatment for projects under all forms of ownership to meet their reasonable funding requirements.
