Regarding large durable goods, the implementation plan takes a comprehensive approach by dismantling unreasonable barriers in automobile circulation, standardizing the used-vehicle market, improving the recycling framework for end-of-life home appliances, and expanding the network of charging infrastructure. These measures are intended to clear bottlenecks throughout the distribution cycle, ensuring a robust, long-term mechanism for the upgrade and replacement of major consumer items.
For daily necessities, policies focus on food, beverages, and textiles by facilitating direct connections between agricultural producers and retailers, elevating the quality of tea-based drinks, and enriching the range of cultural and sports products. This strategy seeks to more effectively address the diversified needs of everyday consumers.
Additionally, the policy introduces targeted provisions for the elderly and children, promoting an increase in both the quality and quantity of senior-focused and infant products. Efforts are also underway to rejuvenate established time-honored brands, creating fashionable domestic goods that inject cultural significance into consumer products. With an emphasis on openness, the measures encourage the availability of premium export-quality and international goods to satisfy the demand for a higher standard of living.
To nurture upgraded consumption categories, the plan actively promotes the development of ten-trillion-yuan markets in green, smart, and health sectors. This includes the wider adoption of new energy vehicles and energy-saving appliances, the creation of application scenarios for artificial intelligence in consumer settings, and the expansion of health-oriented consumer products.
Improving Standards and Ensuring Quality SupplyAccompanying these demand-side incentives are specific actions to bolster consumer confidence through enhanced certification and standardization systems. The policy proposes the establishment of a certification framework for senior-care products and encourages qualified enterprises to create secure channels for the recycling and second-hand trading of children's toys and sports equipment.
The plan also calls for an upgraded consumer goods standard system, accelerating the application of standards for intelligent connected vehicles, smart home appliances, digital devices, and AI terminals. This involves fast-tracking the development of interoperability standards for smart homes and refining national benchmarks for basic communication protocols and data interfaces of intelligent devices. A rapid-response mechanism will reduce the timeline for revising key standards, with proactive preparations beginning for emerging categories like trendy toy derivatives.
Furthermore, the measures include implementing a quality enhancement initiative across key consumer industries, underpinned by stronger quality assurance and standard leadership. Regular monitoring and evaluation of standard implementation will be conducted, alongside closer alignment of certification requirements between domestic and international trade products.
