Hebei's pioneering OPC innovation community is turning the traditional office model on its head, where a single workstation serves as the headquarters for an entire company. Located in the Shijiazhuang High-tech Zone, the Qingyan Shuzhi AI OPC (One-Person Company) community enables businesses to secure their operating license and move in on the very same day, completely free of charge.
The facility, which opened its doors on August 25, spans 1,200 square meters of shared workspace, with each desk proudly displaying the name of its resident enterprise above it. The space is fully equipped with meeting rooms and negotiation areas, providing everything a modern startup could need under one roof.
Registered on December 31, 2025, the community operates under the Application Scenario Low-Altitude Data Joint Center of Hebei Tsinghua Development Research Institute. The institute leverages Tsinghua University's academic expertise and research capabilities, combined with Hebei's rich industrial application scenarios, to bridge the gap between academic research and commercial application. This collaborative approach has already supported over 300 enterprises in bringing their research projects to market.
When asked about the motivation behind establishing the OPC community, its director Ge Zhi explained that this business model is perfectly suited to the age of artificial intelligence. The OPC concept, which combines one person's creativity with one computer's computing power and one AI system, allows entrepreneurs to complete their entire business cycle with minimal resources. Currently, 17 companies have taken up residence in the community, with 90% classified as technology-focused entities specializing in AI model development, cloud computing, and related technical fields.
Among the tenants is Hebei Julang Technology Co., Ltd., founded by 22-year-old entrepreneur Liu Jinke. The company specializes in cloud server services, with core products including AI-powered intelligent customer service solutions. Before joining the community, Liu had already spent three years building his business with classmates, operating with a five-person team focused on technical development and market sales, without a dedicated finance position.
The decision to move came after encountering a significant hurdle. "At the end of 2025, we hit an invoice limit issue. Due to billing restrictions, we lost some high-value customers who wanted to make large deposits," Liu recalled. Following a recommendation from his business partner, Liu's team chose to relocate to the OPC community, which offered a solution to their administrative challenges.
The community maintains deep cooperation with the High-tech Zone's Approval Bureau, providing resident companies with an expedited service channel. Ge Zhi noted that the community can assist businesses with tax and financial matters, allowing entrepreneurs to concentrate on their core operations rather than getting bogged down in administrative tasks.
The Shijiazhuang High-tech Zone has developed a comprehensive four-dimensional support system for the OPC community. The "Immediate Action" component implements address filing and approval fast-tracking to achieve zero-wait business establishment. The "Full Process" approach assigns dedicated teams to accompany businesses throughout their journey, covering policy guidance, technology support, and industrial chain connections. The "Precision Nurturing" element links venture capital funds, credit services, and data pledges to provide targeted financial backing. Finally, the "Strong Support" pillar integrates various resources to create an AI innovation ecosystem, ensuring entrepreneurs can not only move in with ease but also thrive and grow roots in the community.
The impact has been tangible for residents. "With all our worries taken care of, our team recently secured another major contract," Liu said with satisfaction. Leveraging his technical expertise, he has also taken on the role of community technical director, providing cloud server deployment and AI agent construction support to the other "one-person companies" in the space. The community's support has also opened doors to offline client resources, and Liu's team has now expanded to seven members.
For Ge Zhi, the value of the OPC community extends far beyond providing free office space. With AI technology evolving at a breakneck pace, he envisions the community becoming a magnet for technology-focused OPC entrepreneurs. He points to Hebei's ongoing efforts to drive digital transformation across 107 key industrial clusters, many of which are struggling with homogeneous competition and cannot afford substantial research and development investments.
"OPC serves as the smallest possible testing unit for traditional industry upgrading," Ge Zhi explained. "It helps businesses build industry-specific knowledge bases at minimal cost, ensures data security through localized cloud platforms, and enhances product competitiveness through AI applications." The community is also cultivating a collaborative ecosystem that brings together AI enthusiasts, technology users, and developers, incorporating young entrepreneurs and military veterans into its talent development framework.
Looking ahead, Ge Zhi remains optimistic about the model's potential. "Our greatest confidence comes from the promising prospects of combining OPC with industrial clusters," he said. "The community is still in its early cultivation stage, but as industrial demand continues to flow in, the entire ecosystem will achieve self-sustaining circulation. Our goal is to attract more technical talent and make a tangible contribution to Hebei's industrial upgrading."
