Industry Ministry Boosts Procurement Plans for Large Models, Intelligent Agents, and Token Services

The Ministry of Industry and Information Technology has recently issued an official notice through its General Office, outlining the launch of a special action plan focused on fostering the growth of artificial intelligence application service providers.

A key directive within the notice emphasizes the acceleration of large-scale application deployment. Service providers are being guided to develop modular, standardized solution packages that address high-frequency, essential, and reusable business needs, thereby creating a suite of "small, fast, lightweight, and precise" AI products and services.

Furthermore, the plan calls for targeted supply-demand matching activities across various industries, leveraging platforms such as industry alliances, trade associations, and open-source communities to promote and showcase these service providers. The initiative also involves opening up real-world application scenarios to actively encourage providers to conduct pilot projects, facilitating their technological development and the commercialization of research outcomes, with the goal of establishing benchmark solutions that generate a demonstrative ripple effect.

A significant component of the strategy is to explore procurement models like first-purchase incentives and risk compensation. This is intended to substantially increase the purchasing of services for large models, intelligent agents, and computing tokens, thereby enhancing the efficiency and effectiveness of AI adoption across different sectors.

In addition, regions with the appropriate conditions are encouraged to develop comprehensive support systems for global expansion. By leveraging cooperation mechanisms and platforms such as the Belt and Road Initiative, BRICS, and China-ASEAN frameworks, the Ministry aims to facilitate the successful deployment and launch of high-quality AI application projects in international markets.
