In recent years, South Street Sub-district in Ganzhou District of Zhangye City has focused intently on addressing the pressing concerns of residents. It has actively advanced the rectification of prominent issues in property services and refined a tripartite collaborative governance mechanism involving the "Community Party Committee, Homeowners' Committee, and Property Service Enterprises." The aim is to meticulously manage community "household affairs" and effectively handle residents' "immediate matters," thereby fostering a cleaner environment, more comfortable living conditions, and more harmonious neighborhood relations within the jurisdiction.
Guiding Governance with Party Building, Embedding Management Strength in Buildings and Courtyards
The South Street Sub-district area encompasses both standardized residential complexes and individual buildings or courtyards with weaker infrastructure, presenting a governance landscape that is extensive, complex, and multi-faceted. Guided by Party building principles, the sub-district has channeled governance resources down to individual buildings and extended service platforms into courtyards. It has continuously optimized the "red property" organizational system, cumulatively establishing 19 property service Party branches, 100 property management committees, and 3 homeowners' committees, and has taken over management responsibilities for 81 individual buildings and courtyards. Leveraging the role of municipal and district co-construction units, property service matters have been incorporated into the "three-item list." Relying on community Party building joint meetings, issues identified through visits, surveys, and "12345" hotline complaints are addressed in batches and stages. The sub-district encourages in-service Party members and grid-based Party members to proactively engage at the grassroots level, participating in policy advocacy, environmental improvement, and conflict mediation. This has established a four-tier governance system of "Community Party Committee + Homeowners' Committee + Property Service + Grid," ensuring that the "red force" is firmly rooted at the community level.
Improving Quality and Capability, Making Convenience Services More Considerate
Effective governance requires considerate service. In response to past issues such as some property services lacking refinement, irregular performance of duties, and delayed responses to resident requests, South Street Sub-district adheres to a principle of learning through practice and enhancing skills through training. Utilizing formats like themed Party days, professional lectures, and building/courtyard consultations, it regularly conducts specialized training sessions—12 in total—covering property regulations, service standards, emergency response, and conflict resolution. This comprehensively improves the professional competence of community supervisors, homeowners' committee members, and property service personnel. Simultaneously, property service enterprises are urged to publicly disclose service content, fee standards, and performance commitments, while channels for resident feedback are kept unobstructed. This ensures that public voices are heard, challenging problems are managed, and every matter receives a follow-up response, leading to more standardized property services and greater peace of mind for residents.
Transparent Oversight, Driving Quality and Efficiency Improvements in Property Services
The sub-district has fully implemented mechanisms such as Property Manager Reception Days, quarterly resident evaluations, and semi-annual "Red and Black List" assessments. Through joint inspections by the three parties, on-site scoring by residents, and quantitative comprehensive evaluations, the performance of property services in each community is fairly and transparently disclosed. Communities with standardized services, excellent environments, and high resident satisfaction are placed on the "Red List" for positive incentives. Those with lax services, numerous problems, and poor resident feedback are placed on the "Black List," with strict measures such as downgrading service ratings, reducing fees, setting deadlines for rectification, and follow-up monitoring to ensure effectiveness. This establishes a clear orientation of "excellence striving for more, and underperformers catching up." Since the start of the special rectification campaign, 137 prominent property-related issues have been resolved, including ground hardening at the Library Staff Residence and water meter separation at the Wanda Jiayuan complex.
Consultative Co-governance, Harmonizing Neighborhood Relations
Neighborhood matters are discussed by neighbors; doorstep issues are resolved through collective consultation. South Street Sub-district upholds the principal role of residents, fully promoting the "1+4+N" consultation model and the "one issue per quarter"攻坚 mechanism. Consultation venues are moved directly to buildings and courtyards, enabling face-to-face listening to public opinion and practical resolution of public concerns. Focusing on livelihood projects such as heating system renovations, gas pipeline installations, addition of fitness equipment, and courtyard environment upgrades, the sub-district, through tripartite coordination among the community, homeowners' committee, and property service, has properly resolved 80 governance challenges, including heating renovations at the Highway Section Staff Residence and gas installations at the Silver Sea Complex Building. In response to the current situation of mixed urban-rural residential areas with overlapping jurisdictions and weak governance, the sub-district proactively strengthens coordination between streets/towns and cross-district collaboration. Joint efforts are undertaken in areas like living environment improvement, guidance on civilized living, and standardized property fee collection宣传, thereby addressing governance bottlenecks and shoring up governance weaknesses.
Moving forward, South Street Sub-district will continue to deepen tripartite collaborative governance. It will advance the management of three types of communities—those with standardized property services, those under basic接管, and those with resident self-management—in a categorized manner. The sub-district will persistently enhance the construction of the "Longyuan Red Property" system, refine daily maintenance and便民 measures, and closely monitor the implementation of solutions for residents' everyday琐事.
