The long-standing issue of mobile vendors occupying and operating on the passage, which had troubled residents for months, was recently resolved through the joint efforts of the community, homeowners' committee, property management, and the subdistrict's comprehensive administrative law enforcement team.
The safety passage in Zitengyuan had long been occupied by mobile vendors, causing severe congestion during peak hours. This not only affected residents' daily commutes but also posed significant safety hazards in emergencies such as fire rescue and medical assistance. Additionally, garbage and wastewater left by the vendors created a messy and unsanitary environment, leading to a surge in resident complaints—up to 10 within the past month. Despite multiple reports to the property management, the response was limited to verbal warnings, with no substantive actions taken.
Addressing this public concern, the Ximaqiao Community's Neighborhood Affairs Supervision Committee identified the congestion in Zitengyuan's safety passage as a key oversight issue. Leveraging this as an opportunity, the community deepened the development of the "Good Neighbor" Party-building brand and activated a four-party collaborative mechanism. The community Party organization, homeowners' committee, property service company, and subdistrict comprehensive administrative law enforcement team worked together to resolve issues on the ground and defuse conflicts at the grassroots level.
Led by the "Good Neighbor · Red Homeowners' Committee Lead," committee members, along with community cadres and law enforcement officers, visited the site multiple times for face-to-face discussions with vendors. They patiently explained safety regulations, conveyed residents' concerns, and listened attentively to the vendors' practical difficulties, ensuring that management was not impersonal and that appeals were not ignored. Following this, the community organized a discussion meeting, inviting resident representatives, vendor representatives, property management heads, and law enforcement officers to deliberate together. A consensus was reached on "safety first, convenience for the people, and addressing both symptoms and root causes," establishing a governance approach combining targeted rectification with vendor guidance.
Subsequently, a 20-day targeted rectification campaign was launched in full swing. The community supervision committee coordinated publicity and mediation, the homeowners' committee oversaw the property management's fulfillment of duties, the property company implemented daily inspections, garbage cleanup, and improved passage signage, and the law enforcement team imposed penalties on uncooperative vendors according to the law, creating a strong deterrent. To prevent vendors from "playing hide-and-seek," the community established a supervision team to inspect the rectification daily, adjust control strategies dynamically, and keep resident complaint channels open, ensuring the issue did not resurface.
After half a month of concentrated efforts, all 10 vendors who had routinely occupied the passage were cleared, restoring smooth access. The property management concurrently improved signage and established a long-term inspection mechanism. In terms of environmental hygiene, over 10 truckloads of various wastes were cleared, and 12 disorderly spots were rectified, refreshing the community's appearance. Resident satisfaction soared from less than 30% before the campaign to over 98%, with related complaints dropping to zero. Notably, the community also connected compliant vendors with stalls in nearby convenience markets, reducing the risk of passage occupation at its source and achieving a "win-win" for resident satisfaction and vendor livelihoods.
Today, walking along the clean and clear safety passage in Zitengyuan, residents genuinely feel the warmth and strength brought by the "Good Neighbor" Party-building brand. Ximaqiao Community will continue to deepen the four-party collaborative governance model, promoting the effective implementation of more public welfare initiatives to wholeheartedly safeguard residents' quality of life.
