On August 31, Dongguan celebrated a major industrial breakthrough as the land for the first phase of the Xinchuangjie AI Terminal Product R&D and Production Headquarters Project was officially acquired in Fenggang Town. This marks the city's first AI industrial project valued at 10 billion yuan to secure land this year. Located in Yantian Village, Dongguan's first "billion-yuan village," the project adds a vital strategic anchor for the city's AI hardware ambitions near Shenzhen.
The Xinchuangjie AI Terminal Product R&D and Production Headquarters Project has a total planned investment of 10 billion yuan, covering 671.18 mu of land. The first phase, which successfully secured its site in Yantian Village, involves an investment of 2 billion yuan and spans approximately 150 mu. This phase will feature high-standard factories, research offices, and supporting facilities, integrating large-scale advanced manufacturing equipment for the production, processing, and assembly of precision structural components and enclosures for consumer electronics.
Per the regulatory agreement, the first phase requires an investment intensity of no less than 12 million yuan per mu. Once fully operational, it is expected to achieve an average annual output value of 12 million to 15 million yuan per mu, with annual tax contributions of 700,000 to 800,000 yuan per mu. R&D investment must account for at least 4% of revenue. The project is scheduled to break ground by the end of March 2027 and reach completion by the end of June 2028.
The project's investor, Dongguan Xinchuangjie Jingyi Metal Co., Ltd., is a wholly-owned subsidiary of Hong Kong-based Luen Fung Group. Founded in Hong Kong in 1988, the group has expanded its operations from watch case OEM manufacturing into structural components for smartphones, smart wearables, drones, and new energy vehicles, with a recent strategic push into the AI hardware sector.
Leveraging its full-chain strengths in metal, plastics, molds, and automated assembly, Xinchuangjie positions itself as a core strategic partner for large model companies extending into hardware. It participates deeply in the early-stage R&D of AI terminal products, connecting with Fenggang's local CNC, die-casting, surface treatment, and machine vision supporting networks to deliver integrated solutions from R&D and mold development to mass production.
Yantian Village, where this billion-yuan AI project is landing, is both Dongguan's first and Guangdong Province's first "billion-yuan village" under the province's "Hundreds, Thousands, Tens of Thousands Project." Situated on Dongguan's southeastern front line adjacent to Shenzhen, the village borders Shenzhen on three sides, giving it a distinct geographic edge. Public data shows that as of the end of 2024, the village's collective assets totaled 10.866 billion yuan. Moving beyond the traditional single-rental property model, Yantian has invested its capital as an equity partner in platforms like JD Zhigu and Tian'an Digital City, hosting over 4,500 enterprises and clustering AI and next-generation information technology industries. The combination of proximity to Shenzhen, substantial collective assets, and mature industrial platforms proved decisive in attracting this billion-yuan AI project.
On the same day, Fenggang also saw the acquisition of land for the second phase of the Zhenghe Chuji Smart Manufacturing Headquarters Project. Focused on consumer electronics, new energy components, and robotics parts manufacturing, this project complements Xinchuangjie by creating a coordinated layout of "AI terminal headquarters plus precision manufacturing chain completion," further solidifying Fenggang's precision manufacturing ecosystem.
