The People's Government of Guangxi Zhuang Autonomous Region has officially issued the "15th Five-Year Plan for Educational Development in Guangxi" (referred to as the "Plan"), setting a clear course for the region's educational advancement over the next five years.
By 2030, the Plan aims to establish a high-quality education system with distinct Guangxi characteristics. Key goals include comprehensively elevating the quality of education at all levels, perfecting the educational governance framework, deepening the two-way empowerment between artificial intelligence and education, strengthening education's role in driving economic and social development, and making notable progress in building an innovation hub for educational exchange and cooperation with ASEAN nations.
To achieve these targets, Guangxi will implement eight major initiatives. These include a project for fostering virtue through education in the new era, an initiative to expand and improve basic education quality, a program to enhance vocational education, a project for higher education to "climb peaks and strengthen features," an initiative to boost education's service capacity, an AI-empowered education program, a project to expand educational opening-up, and an initiative to cultivate educators with the spirit of great teaching.
The Plan outlines specific objectives under each initiative. For virtue education, Guangxi will establish 30 university pilot projects integrating AI with ideological and political education, alongside 1,000 football-featured primary and secondary schools. In basic education, the region will raise the enrollment rate of children in public kindergartens to 60% and build 30 new senior high schools.
For vocational education, the Plan calls for developing 25 autonomous regional "double-high" schools and 100 "double-excellent" schools. In higher education, Guangxi will cultivate 10 peak disciplines and 30 plateau disciplines. To enhance service capacity, the region will establish five future technology colleges, ten profession-specific colleges, 25 rural revitalization colleges, and 30 modern industry colleges.
Under the AI-empowerment initiative, Guangxi will construct 100 smart schools at border gateways, 100 pilot primary and secondary schools for AI education, 100 AI innovation laboratories, and ten off-campus AI education bases for primary and secondary students. For educational opening-up, the region will build approximately 20 China-ASEAN Modern Craftsmanship Colleges and offer 100 high-quality courses in "ASEAN language plus" formats.
Regarding teacher development, the Plan aims to train 500 renowned teachers and principals for primary and secondary schools, certify 20,000 autonomous regional backbone teachers, and increase the proportion of compulsory education teachers with bachelor's degrees or above to 88%.
The Plan also emphasizes advancing the bidirectional empowerment of AI and education. Efforts will focus on integrating AI education across primary, secondary, and higher institutions, developing key application scenarios for AI-enabled education, and establishing a robust support system. Guangxi will deepen pilot projects for smart schools in border areas, ethnic mountain regions, and along the canal routes. AI applications will be introduced for teaching assistance, learning support, research aid, administrative management, and assessment, embedding AI across the entire educational process. Additionally, an annual innovation application competition for AI-empowered education will be held.
