This change was driven by a governance practice led by the Party organization and involving multiple stakeholders, revitalizing the old community and providing a vivid model for solving similar grassroots governance issues.
Leading Role of Party Building: From "No One in Charge" to "Collaborative Governance"
Last December, a severe clog in a homeowner's drainage system caused sewage backup. The root cause was quickly identified: a damaged sewage lift pump. However, a conflict arose immediately—with no homeowners' committee, maintenance funds could not be accessed. The property management company admitted to operational difficulties and could not bear the replacement cost alone. With urgent homeowner demands, limited solutions from the property manager, and a lack of funding, governance reached a deadlock.
"Public welfare issues are never minor," recalled Hu Wenhui, Secretary of the Chunxin Residential Area General Party Branch, reflecting on the decision at the time. "Our first thought was to put ourselves in their shoes. Imagine if you lived here and couldn't use the first-floor bathroom whenever it rained? The Party organization had to step up and take the lead."
The residential area's General Party Branch proactively shouldered responsibility, breaking down barriers of "operating in silos" and quickly establishing a governance framework of "residential committee coordination, property management primary responsibility, multi-party collaboration, and resident participation." The Party Branch organized multiple face-to-face meetings between the property manager and homeowners, patiently explaining the predicament. Ultimately, a solution was negotiated where the affected homeowner would advance the funds to purchase a new pump. On the 30th of that month, the new pump was installed and put into operation, providing an initial, urgent fix.
However, this was only the beginning.
Scientific Tracing: Using "Data to Speak" to Dispel Misconceptions
The equipment was replaced, but the problem was not fully resolved. Starting in February this year, with every rainfall, the water level in the sewage wells would rise sharply and remain high, at one point affecting residents' normal lives. The property management initially suspected the "municipal pipe network water level was too high." In April, another homeowner reported toilet blockages via the 12345 hotline, making a solution imperative.
Was it an internal blockage or an external pipe network issue? In response, the residential area's General Party Branch decided on a two-pronged approach. On one hand, they coordinated with functional departments like the town's urban construction center, river chief office, and comprehensive management office for on-site verification to confirm if the external pipe network water levels were normal. On the other hand, they invited municipal maintenance units to guide the property management in establishing a routine water level monitoring mechanism, recording daily water level data at key points within the community and the external pipe network. They also retrieved the community's sewage pipe network blueprints from the town's planning and construction office.
"The most crucial part was using data and facts to reach a common understanding," said Hu Wenhui. Staff monitored continuously for over a month, creating water level change graphs and analyzing them alongside the blueprints. "Using simple props, we clearly explained to the property management that if the external network was full, water levels should change synchronously. However, the data showed a specific section with persistently abnormal high water levels, pointing to a blockage in an internal pipe segment."
This scientific analysis led to a consensus, shifting the focus of the investigation from external to internal causes. A joint multi-party investigation gradually narrowed the scope, ultimately pinpointing the "root of the problem"—a section of pipe within the neighboring community connecting the septic tank to the municipal network, which was severely clogged due to partial structural damage. The truth was revealed: it was an "internal pipe blockage," not an "external network overflow."
Collaborative Effort: Maximizing Synergy for the "Final Kilometer"
Finding the cause was one thing; fixing it required cross-community work involving the developer and property management of the adjacent community, making coordination even more challenging. The residential area's General Party Branch again played a central role, leading multiple consultations and on-site inspections with the neighboring community. The residential committee's role as a bridge was indispensable for cross-regional coordination and professional communication.
Adhering to the principles of "public welfare first, co-governance and sharing," an efficient solution was finally reached. The developer of the adjacent community proactively covered the main material and machinery costs for the renovation project, while the property management of the villa community fully committed manpower, clearing, and other construction support. By altering the pipe route and creating a new discharge path, the "blockage point" was completely cleared.
"As property managers, ensuring residents' peace of mind and community harmony is our responsibility," said a relevant property management official. "This experience also reminded us that communication and cooperation are crucial when facing complex problems."
A representative from the town's urban construction center also noted that this case highlighted the importance of the "Party-building-led property governance joint meeting" mechanism. "For future complex issues that may involve multiple parties, we will initiate cross-departmental collaborative analysis earlier, striving to resolve problems in their infancy."
Today, the water level in the sewage wells of the villa community remains consistently low, and residents' lives have returned to normal. More importantly, a governance mechanism characterized by "Party-building leadership, multi-party linkage, and precision pragmatism" has been tested and proven effective.
The residential area's General Party Branch stated that they would use this governance effort as an opportunity to formalize the ad-hoc coordination meetings into regularly held community joint meetings. This will establish a platform for routine communication among the residential committee, property management, Party member representatives, and resident leaders, improving long-term management mechanisms and solidifying the foundation of grassroots governance with dedication and empathy.
