Beijing's Haidian District Sets Its Sights on Becoming the World's Premier AI Innovation Hub and Industrial Powerhouse for the 15th Five-Year Plan Period

During the upcoming 15th Five-Year Plan period, Beijing's Haidian District aims to cultivate a series of world-class industrial clusters with global technological leadership and core competitiveness, establishing itself as the premier global source of artificial intelligence innovation and a key industrial hub.

According to statements made at a recent press conference, the district's gross domestic product is projected to double by 2030 compared to its 2020 level, requiring an average annual growth rate of 5.5%, with the addition of three to five new industrial clusters each exceeding 100 billion yuan in value.

The district's mayor outlined that during the 14th Five-Year Plan period, Haidian's GDP surpassed the one trillion yuan threshold, making it the first district-level region in the country to achieve this economic milestone. The average annual growth rate during that period was 6.4%, with the 2025 GDP figure reaching 1.37 trillion yuan, representing 26.3% of the city's total economic output.

The artificial intelligence industry in Haidian currently leads the nation. In the first half of this year alone, the district's GDP grew by 6.7% year-on-year, while general public budget revenue at the district level reached 38.98 billion yuan, a growth of 11.4%, indicating a positive and progressive development trajectory.

The mayor further stated that the district will focus on enhancing its capability for original innovation, facilitating the efficient transformation of scientific and technological achievements into new productive forces, and deepening the integrated development of education, technology, and talent. A comprehensive institutional framework to support innovation will be established, with the goal of achieving parity or leadership in several strategically critical fields by 2030, thereby forming a world-class source of original innovation and becoming a vanguard for the nation's high-level technological self-reliance.

The district plans to create a comprehensive technology-enabled scenario across its jurisdiction, fostering greater openness and collaboration between university exhibition halls and research institutions to provide a pervasive and accessible new technological experience for all.

This year, the transformation center for results from the National Natural Science Foundation has been established in Haidian. The number of participating enterprises in the Haidian Joint Fund has expanded to 20, with a total scale reaching 155 million yuan. The inaugural "Singularity Science Conference" was successfully held.

Through a "five-party, six-force" mechanism designed to reshape the connections between innovation elements, eight working groups have been established for universities and research institutes in the district. These efforts have resulted in a cumulative total of 1,010 projects entering the database and 247 projects successfully landing and being implemented.

The pace of transforming scientific and technological achievements continues to accelerate, with a significant iterative leap in transformation efficiency. The quality and impact of branded science and technology innovation events such as the Zhongguancun Hard Technology Carnival are steadily improving.

Looking ahead, the district will adhere to the principle of pursuing progress while ensuring stability, driving sustained and stable economic growth. It will focus on accelerating the cultivation of new economic growth engines centered on new productive forces and continuously optimize its modern industrial system, structured as "1+X+1".

The ultimate objective is to form a number of world-class industrial clusters with global technological dominance and core competitiveness, establishing Haidian as the global source of AI innovation and an industrial highland. This includes the planned goal of doubling GDP by 2030 and creating three to five new clusters each exceeding 100 billion yuan.

To achieve this, the district is planning to implement an AI flagship project, targeting the world's top tier to strengthen a comprehensive layout across the entire AI stack and seize the opportunity to lead in native AI applications.

A comprehensive emerging industry clustering project will be initiated, focusing on five strategic emerging industries and three future-oriented industries. This includes accelerating the construction of high-quality industrial space and promoting the optimization and upgrading of the technology service innovation ecosystem.

Key development scenarios include building an AI innovation district, structured as "two zones and one belt". This features the AI Origin Community in the south and the AI North Latitude Community in the north as twin cores, connected by the century-old Beijing-Zhangjiakou AI Innovation Belt, to jointly create a global source of AI innovation and an integrated hub for applications and convergence.
