Rooted in the frontline of community governance and deeply concerned with the welfare of residents, she tackles persistent property management issues and addresses shortcomings in public services, ensuring that residents in the jurisdiction live with peace of mind and comfort. Over the past two years, Zhang Fan has threaded the "needle of Party building" through the "thousands of threads" of governance, weaving a tight network of collaboration among communities, neighborhood committees, homeowners' committees (property management committees), and property management companies. She has driven the establishment of 59 homeowners' and property management committees, transforming situations where "issues lacked leadership" into "everyone sitting down to discuss." "In the past, when issues arose in the community, no one took the lead, and conflicts kept piling up. Now, the homeowners' committee, the community, and the property management sit together to discuss things, and every matter gets a response and a resolution," said an elderly resident, Mr. Li, sincerely during the weekly regular meeting of the Lanship Run'an community homeowners' committee at 10 a.m. Driven by Zhang Fan's efforts, the Lanship Run'an community has truly achieved a state where "help is available when issues arise, solutions are found for problems, and governance has strength." Neighborhood relations have become more harmonious, and the community atmosphere is steadily improving.
"To be honest, we wanted to make changes before, but relying solely on the property management company, we were truly overwhelmed," said Ma Feifei, the project manager of the Lanship Run'an community, with emotion. "After Director Zhang brought in the street and community offices, they not only helped us streamline mechanisms but also precisely matched resident needs, facilitating the implementation of various hardware support measures. Now, the community has newly built 7 non-motorized vehicle charging sheds, equipped with 112 charging units and 11 new energy vehicle charging piles, completely solving residents' charging difficulties. Simultaneously, parking spaces were reorganized, and six dilapidated pavilions in the community were renovated, furnished with tables and chairs for residents to rest. Resident satisfaction has increased, and our work has become easier to carry out."

It is understood that Zhang Fan has taken the lead in establishing a multi-party co-governance platform within the jurisdiction, creating regularized discussion mechanisms and regularized mechanisms for visiting residents to inquire about their needs, thereby addressing resident concerns in real-time. Addressing long-standing historical issues that residents have strongly complained about, such as poor heating, parking difficulties, and irregular management of public revenue, Zhang Fan has focused on safeguarding residents' "financial resources" like public revenue and maintenance funds. She has promoted the opening of dedicated accounts, standardized disclosure procedures, and followed up on the installation of elevators in old buildings. Concurrently, she has posted contact service cards in all residential compounds and taken the lead in visiting households door-to-door to "inquire about residents' warmth." Now, when community residents encounter problems, they only need to make a call or send a message, and the reported issues are quickly received and handled. This year, Dunhuang Road Street, in conjunction with eight rounds of special inspections and two rounds of problem "look-backs" at the provincial, municipal, and district levels, has conducted property management coverage checks on all communities within the jurisdiction. To prevent a "disconnect" in resident appeals, Zhang Fan has urged the establishment of a four-level linkage mechanism involving property self-inspection, community re-inspection, street verification, and departmental joint inspection, improving the closed-loop process for enforcement actions.
