Anhui 373MW Solar Project EPC Bid Winner Candidates Announced

On August 24, the bid winner candidates for the EPC general contracting centralized procurement project of the 200MW photovoltaic project in Sungang Town, 150MW in Chunshu Town, and 50MW in Shiqiao Town, Jin'an District, owned by Lu'an Shengyang New Energy Co., Ltd., were officially disclosed.

The first candidate is TBEA Xinjiang New Energy Co., Ltd. as the lead bidder, in consortium with Anhui Zhongyu Construction Engineering Development Co., Ltd.. Their bid price stands at 1,272,559,200 yuan, with a construction period of 456 calendar days. The commencement date will be determined by the owner's work start order.

According to the tender announcement, the project owner is Lu'an Shengyang New Energy Co., Ltd., located in Jin'an District, Lu'an City, Anhui Province. The total project investment is approximately 1,477,872 million yuan. The construction scope includes three separate photovoltaic installations with a combined capacity of 373MW.

The first project involves a 200MW fishery-solar hybrid photovoltaic plant in Sungang Town, Jin'an District. It will lease approximately 5,035 mu of pond water surfaces from 22 village collectives, including Songdun Village and Hedalou Village, to construct a 200MW centralized photovoltaic station with an AC-side capacity of 200MW (with a capacity ratio tentatively set at 1.2). A 220kV booster station will be built in conjunction with the Shiqiao 50MW and Chunshu 150MW projects, connecting to the public grid at Nahu Substation via 220kV (subject to final grid connection approval).

The second project is a 150MW fishery-solar hybrid plant in Chunshu Town, Jin'an District. It will lease around 3,600 mu of pond surfaces from villages such as Chunhong and Wangfenfang to build a 150MW centralized photovoltaic station with an AC-side capacity of 150MW (capacity ratio tentatively 1.2).

The third project is a 23.2MW agricultural-solar hybrid plant in Shiqiao Town, Jin'an District. It will lease 700 mu of pond water and garden land from collective lands in villages like Yuejin Village, constructing a 23.2MW centralized station with an AC-side capacity of 23.2MW (capacity ratio tentatively 1.2).

The EPC tender scope covers comprehensive services for each project. For the Sungang Town 200MW fishery-solar project, this includes temporary works, construction and installation, equipment and material procurement, and relevant permit handling, with the full 200MW capacity designed at a 1.2 capacity ratio and the 220kV booster station plus transmission lines. The Chunshu Town 150MW project is similarly designed at a 150MW capacity with a 1.2 ratio, while the Shiqiao Town 50MW project is set at 23.2MW with the same ratio.

The tender scope primarily encompasses: engineering survey and design (covering all survey work from PV array foundations to grid connection points, including preliminary design, construction drawings, and as-built drawings); procurement and management of all related equipment and materials (including booster station components, PV modules, mounting brackets, cables, distribution equipment, box inverters, tower materials, fittings, insulators, accessories, and conductors); engineering construction (including dredging, installation, construction coordination, temporary land use, and testing); grid connection acceptance, special inspections, and completion acceptance (including power quality supervision, building quality supervision, grid performance, environmental, flood assessment, water conservation, fire protection, lightning protection, archives, occupational health, and safety evaluations, as well as grid-related procedures, protection settings, high-voltage power supply contracts, grid dispatch agreements, power purchase and sale agreements, and power generation business license processing), ensuring the "three simultaneous" requirements for fire protection, safety facilities, labor safety and health, and environmental protection; procurement of safety tools, spare parts, and production preparation materials, along with warranty period services after project acceptance and handover; and overall responsibility for the project, managing the entire implementation process including construction quality, safety, cost, schedule, and other aspects.
