As a key strategic fulcrum for China's western development in the new era and a comprehensive hub for inland opening-up, Chongqing has, in recent years, anchored its efforts on building the "33618" modern manufacturing cluster system and the "416" scientific and technological innovation strategic layout. Adhering to the principle that "wherever the industrial chain extends, party organizations are established and their role is fulfilled," the city has leveraged the transformative "Red Rock Pioneer" organizational model to launch a citywide special initiative for "Party-building Alliance to Empower Enterprises and Strengthen the Industrial Chain." This initiative firmly transforms political advantages into decisive strengths for high-quality development, forging a distinctive path where party-building galvanizes industry, thrives enterprise, and benefits government-business collaboration.

To propel the automobile industry from a stage of "leading enterprises going global" to one of "collective industry progress," Shapingba District has established a party-building alliance mechanism for the intelligent connected new energy vehicle industrial chain. With private vehicle manufacturing giant SERES serving as the chain leader, the mechanism connects 33 upstream and downstream enterprises. Through a model of joint party-building, shared activities, resource pooling, and collaborative project promotion, it fosters effective industrial cooperation, efficient supply-demand linkages, and synergistic technological innovation. This has successfully attracted 62 benchmark auto parts supporting enterprises, including Ferro Tec, to establish operations locally, boosting SERES's local supporting rate from 11% to 48%. From January to June 2026, the output value of large-scale automobile manufacturing in Shapingba District reached 16.59 billion yuan, a year-on-year increase of 18.5%.

The development trajectory of SERES exemplifies Chongqing's efforts to advance industrial chain party-building. Since the citywide launch of the "Party-building Alliance to Empower Enterprises and Strengthen the Industrial Chain" initiative in 2023, Chongqing has integrated party-building work into the broader strategy of building a modern industrial system. Guiding all districts and counties to establish tailored party-building alliance mechanisms based on local industrial conditions, the initiative links nearly 3,000 party organizations from enterprises, industry associations, financial institutions, and industrial parks, radiating to over 5,000 enterprises. This ensures that party organizational structures align and extend in tandem with industrial layouts, fully unleashing the red efficacy of pooling resources and uniting people.

Industrial development relies on critical factors such as technology, markets, finance, and talent. Without a platform for communication and connection, enterprises often fall into the dilemma of "clustering without integration, interconnecting without interaction, and sharing needs without resources." Leveraging the industrial chain party-building alliance mechanism, Wansheng Economic Development Zone has dismantled barriers to factor mobility. It has facilitated alliance partners to sign a "Five Linkages" party-building agreement covering organizational alignment, resource sharing, activity co-hosting, talent co-cultivation, and coordinated development. The zone has established two lists—one for enterprise needs and one for resource supply—and regularly organizes 39 events such as "Enterprises Call, We Respond" and bank-enterprise matchmaking exchanges. These efforts have helped enterprises save over 40 million yuan in electricity and gas costs, promoting cost reduction and efficiency gains through resource integration.

"In the past, enterprises lacked funds but had no access to loans, while banks held credit quotas but struggled to find quality projects. The asymmetry of supply and demand information constrained both sides' development. The industrial chain party-building alliance mechanism has built a multi-party communication and matchmaking platform, enabling precise and efficient allocation of various resources," explained Luo Yi, head of the party-building alliance mechanism for the new energy and intelligent connected vehicle supporting industry in Wansheng Economic Development Zone.

Focusing on its distinctive local hotpot ingredients industry, Hechuan District has established a party-building alliance mechanism for the Chongqing hotpot ingredient industrial chain. This integrates over 40 chain enterprises to collectively expand markets, organizing unified participation in industry exhibitions such as the Western China International Fair and the Chongqing Hotpot Expo. It has also upgraded the Jialing River Hotpot Culture Street as an offline consumption scenario and regularly hosts the Crayfish Hotpot Food Festival, building a stable, long-term platform for production and sales connections. From January to June 2026, revenue from large-scale non-public enterprises in the hotpot ingredient industry in Hechuan District reached 4.456 billion yuan, a year-on-year increase of 7.2%.

To address prominent issues such as slow response to enterprise demands, weak departmental coordination, and bottlenecks in policy implementation, Chongqing has implemented a citywide "whistle-blowing and response" mechanism. This mechanism resolves enterprise challenges in a tiered manner: daily issues are handled by party-building work instructors (enterprise service specialists), key issues are led by chain-linked leaders, professional issues are addressed by functional departments, and difficult issues are tackled jointly by all parties. Regular door-to-door visits, special consultation meetings, and direct delivery of policy information are conducted across the city, strictly adhering to requirements for time-limited acceptance, processing, and feedback of enterprise demands.

Changshou District has extended government service windows into industrial parks, handling over 300 administrative affairs for enterprises, including employee medical insurance, retirement procedures, and project filings. To address the frequent pain point of labor disputes in the park, it has established a professional mediation committee for the industrial chain. Yunyang County has implemented a service mechanism where county leaders are assigned to specific industrial chains and industry authorities are linked to key enterprises, coordinating the resolution of over 410 challenges related to land, financing, and employment.

Across all districts and counties, the industrial chain party-building alliance mechanisms have driven the formation of "red service specialist" teams. Integrating workforces from departments including economy and information technology, taxation, and human resources and social security, these teams regularly conduct industrial policy briefings and policy interpretation sessions, categorically delivering preferential policies such as technical renovation subsidies, scientific innovation support, and tax reductions. Fuling District has established a party-building alliance mechanism for the synthetic materials industrial chain. After collecting feedback on challenges such as insufficient high-end industry talent, it has promoted the establishment of a materials industry talent innovation consortium. Linking 28 entities including chain enterprises, universities, and research institutes, it has built a materials expert talent pool and implemented a "dual-track management" system where talent retains their original positions while being flexibly deployed based on project research needs. To date, 66 industry experts have achieved cross-organization and cross-enterprise mobility.
