MIIT Reports China's NEV Sector Now Exceeds Ten Million Units Annually

The Ministry of Industry and Information Technology announced that during the 14th Five-Year Plan period, China's new energy vehicle industry scale has grown from one million units to over ten million units annually, with yearly sales increasing from 1.367 million to 16.49 million vehicles. The share of NEVs in total new car sales has also climbed from 5.4% to 47.9%.

At a State Council Information Office press conference on August 26, Vice Minister Xin Guobin highlighted that the NEV industry system has become increasingly mature. Key technologies in vehicle integration, power batteries, and LiDAR have reached world-leading levels, with China accounting for over 70% of global production in NEVs, power batteries, and critical materials. The international influence of the sector continues to grow, with products exported to more than 100 countries and regions, cultivating several globally competitive leading enterprises. NEVs have become a prominent calling card of Chinese manufacturing.

Xin also pointed out that the industry currently faces various challenges and issues. Irrational competition remains prominent, with some aggressive innovative designs being installed in vehicles without sufficient experimental verification. Several incidents involving automobile product quality and autonomous driving safety have drawn public attention. These problems cannot be ignored and represent key priorities that must be addressed with increased effort during the 15th Five-Year Plan period.

To address these concerns, the Ministry of Industry and Information Technology has developed the 15th Five-Year Plan for the Intelligent Connected New Energy Vehicle Industry. The plan aims to promote sustained high-quality development through planning guidance, departmental coordination, and policy support measures.

Where to begin: the first priority is enhancing product supply quality. The ministry will support key enterprises in intensifying technical research, continuously improving power battery performance in low-temperature conditions and durability, while enhancing autonomous driving safety and reliability. The government will actively and steadily advance pilot programs for intelligent connected vehicle access and road trials, along with vehicle-road-cloud integration demonstrations, to provide consumers with greener and smarter NEV products. Product quality standards must be strictly maintained to ensure consumer safety.

Second, optimizing the supporting usage environment is essential. Programs will be launched for vehicle trade-ins, NEV promotion in rural areas, and pilot projects to supplement charging and swapping infrastructure at the county level. The goal is to achieve full coverage of charging stations in all counties and charging piles in all townships. Currently, rural areas still have gaps in this regard. Additionally, the government will establish and improve vehicle modification management systems, optimize NEV insurance policies, and reduce maintenance costs to alleviate consumer concerns, making vehicles more attractive to purchase and reassuring to use.

Third, improving the industry governance system is necessary. Reforms will be advanced in group management of automobile production enterprise qualifications and optimization of industrial layout. Stricter review of product innovative design access and testing verification management will be implemented, with a strict prohibition on products that have not undergone sufficient testing verification entering the market. Supervision and inspection of product production consistency will be intensified to protect consumer rights and further standardize industry competition order.

Fourth, deepening international cooperation and exchange is vital. The automobile industry is a typical internationalized sector, and international development is crucial for future growth. The ministry will leverage bilateral and multilateral international exchange mechanisms, strengthen coordination in international standards and regulation development, improve supporting infrastructure such as cross-border logistics and investment financing, and steadily advance international trade and investment cooperation. These efforts will contribute to the global transformation and upgrading of the automobile industry.
