Jiangsu Unveils Updated Trade-In Subsidy Program with Expanded Smart Product Coverage

Starting August 29, Jiangsu Province has rolled out an optimized adjustment to its consumer goods trade-in subsidy policy for locally designated product categories. While retaining the original subsidy categories, this revision significantly broadens the scope to include ten major categories of smart home appliances, home furnishings, and digital products.

The expanded list covers dozens of sub-categories such as smart door locks, smart air purifiers, smart micro-steam ovens, smart dishwashers, smart vacuum robots, digital cameras, embodied intelligent robots, smart printers, smart massage chairs, and electric wheelchairs. Consumers purchasing designated items can directly receive a government subsidy of 15% off the final retail price, with each individual eligible for one subsidized item per sub-category, capped at a maximum of 1,500 yuan per item.

Newly added products must carry a unified national standard 13-digit commodity code, and those with energy or water efficiency labels must meet the highest tier, Level 1. The Jiangsu Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Department of Commerce jointly issued a notice clarifying that the policy takes effect from August 29 and will run until December 31, 2026. Subsidy funds are subject to quota management and will be distributed on a first-come, first-served basis until exhausted.

Smart consumption takes center stage

Compared to the previous policy, the most notable highlight this time lies in the adjustment and optimization of subsidy categories. Back in April this year, Jiangsu became the first province nationwide to introduce a local self-selected category subsidy policy for consumer goods trade-ins, initially covering three major areas: smart home products, elderly-friendly products, and consumer healthcare. Following this adjustment, the subsidy categories have been refined from the original smart home products to ten major smart product groups, with brand-new additions including smart imaging and shooting devices, smart voice-controlled interactive products, and smart learning and office equipment.

In detail, the ten product categories include: smart security products such as smart door locks; smart environment management items like air purifiers and smart lighting; smart cooking appliances such as range hoods, gas stoves, micro-steam ovens, and smart food processors; smart kitchen cleaning and washing products like dishwashers and water purifiers; smart bathroom items including dryers and smart toilets; smart cleaning devices such as vacuum robots, floor washers, vacuum cleaners, and window-cleaning robots; smart imaging equipment like digital cameras, action cameras, and drones; smart voice-controlled interactive products including smart speakers, earphones, and embodied intelligent robots; smart learning and office devices like printers and 3D printers; and smart health products such as massage chairs, health monitors, and electric wheelchairs.

Notably, embodied intelligent robots (including humanoid robots, exoskeleton-assisted robots, and robot dogs) have been included in the subsidy scope for the first time. This category adjustment echoes the national and provincial "Artificial Intelligence Plus" initiatives, which emphasize the development of next-generation intelligent terminals.

Maximum subsidy of 1,500 yuan per item

Regarding subsidy standards, the policy maintains its hallmark of "direct accessibility" and "high intensity." When consumers purchase items from the ten major categories above, after enjoying various merchant discounts, the government provides an additional subsidy equal to 15% of the final selling price. Each individual can receive a subsidy for one item per sub-category, with a cap of 1,500 yuan per piece.

On the first day the policy took effect, August 29, a Nanjing resident purchasing a smart micro-steam oven at JD Mall saved 1,042 yuan on a single order. Some consumers expressed that smart vacuum robots and floor washers, which they had previously been hesitating to buy, can now be ordered with confidence given their inclusion in the subsidy scope.

This policy optimization builds on the solid results already achieved by Jiangsu's trade-in program. Data shows that in the first half of 2026, Jiangsu received 346,000 applications for automobile trade-ins and recorded 11.393 million new purchases of home appliances (including 3C digital products). A total of 9.43 billion yuan in subsidy funds had been utilized, representing an 80.7% usage rate. The program has benefited over 7.08 million consumers and spurred sales exceeding 100.8 billion yuan.

The leverage ratio of the trade-in policy reached 1:10.7, meaning that every 1 yuan of subsidy funding generated approximately 10.7 yuan in sales. In the first half of the year, Jiangsu achieved total retail sales of consumer goods of 2,416.32 billion yuan, continuing to lead the nation in scale.

The Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Department of Commerce have stated that all of Jiangsu will uniformly implement the adjusted subsidy categories and standards, with specific participation methods to be detailed in implementation rules issued by each city. Looking ahead, Jiangsu will continue to implement and refine its consumer goods trade-in policy, expand the supply of services such as eldercare, childcare, and housekeeping, and accelerate the cultivation of new business models and formats including first-store economy and livestream e-commerce.
