By the end of the current Five-Year Plan period, Guang'an achieved a significant milestone as one of the first cities nationwide to pass national supervision and evaluation for universal preschool education. Building on this, the city will deepen its role as a national pilot for child-friendly urban development. Plans include refining policies and creating dedicated spaces for children, as well as optimizing educational resources to be more flexible across regions, schools, and academic stages. Each county is also slated to establish a comprehensive childcare service center.
For the younger generation, the city intends to integrate youth development into its core urban strategy. This includes a dedicated talent cultivation program, providing customized housing solutions through youth hostels and talent apartments, and improving public services such as employment and healthcare. Initiatives to support youth in areas like marriage and the development of new digital and cultural industries are also part of the plan to broaden career paths for graduates.
Guang'an has already made strides in elderly care by offering meal subsidies and monthly consumption allowances of up to 800 yuan to boost senior welfare. Looking ahead, the city will establish a complete three-tiered care service network covering urban and rural areas. The goal is to ensure universal access to intensive care facilities for disabled seniors, regional care centers, and community-based services. By increasing the supply of high-quality elderly care, the city aims to ensure that nursing-type beds constitute 75% of all beds in care institutions, fostering a society that deeply respects and supports its elderly population.
