On August 31, the Ministry of Commerce published a joint implementation plan crafted by seven government departments, designed to boost the scale and quality of consumer goods spending. This initiative seeks to drive the adoption of standards for connected vehicles, smart appliances, digital devices, and AI-powered terminals, while also accelerating efforts to finalize interoperability standards for the smart home sector.

Furthermore, the proposal includes completing national specifications for foundational communication protocols and data interfaces used in intelligent devices. The plan outlines ambitious targets for 2030, aiming for total retail sales of consumer goods to reach approximately 60 trillion yuan. It also projects the development of ten-trillion-yuan markets focused on green, smart, and health-oriented consumption, alongside sustained growth in major categories such as automobiles, home appliances, telecom equipment, and textiles.

To stimulate demand in the appliance and home furnishing sectors, the document calls for the expanded deployment of smart home solutions. It encourages companies to open experience centers dedicated to smart living and supports families in undertaking comprehensive whole-home intelligent renovations. Additionally, the policy urges appliance sellers to partner with manufacturers and recycling firms on promotional activities, with the goal of bringing organized, compliant recycling services into urban neighborhoods and rural communities.

The plan also emphasizes improvements to the sales, warehousing, delivery, and after-sales networks for household appliances. In a bid to elevate consumption patterns, the policy promotes energy-efficient and other eco-friendly products while accelerating the uptake of smart home technologies. Financial institutions are encouraged to bolster credit support for purchases of appliances, digital gear, and smart home systems, provided they operate within legal frameworks and manage risks prudently.
