A situation involving a Changsha Sports Bureau official surnamed Peng, who was involved in a dispute after occupying another person's private parking space, has been reported.
According to a joint investigation team in Changsha, the official has been suspended from her duties, and disciplinary inspection authorities are verifying and handling the related issues.
Details of the Official
The official, Peng, is female, born in August 1995. Her career progression shows she was appointed as the deputy director of the Industrial Department at the Changsha Sports Bureau in September 2024. The review found her selection and appointment process was standard and compliant, with no evidence of improper promotion. Her parents are both ordinary laid-off workers from Changsha enterprises.
Sequence of the Dispute
On the evening of June 30, Peng drove into the underground parking lot of a residential complex and parked in a space belonging to a resident named Min. When Min returned in the early hours of July 1 and found his space occupied with no contact details left, he blocked Peng's car with his own vehicle and contacted the property management. Despite attempts by property management and traffic police to contact Peng via text message, she did not move her car until around 9 a.m. on July 1, at which point she found her vehicle blocked. Subsequent communications and attempts to resolve the situation escalated, involving multiple calls to police, further blocking of vehicles, and the installation of physical barriers by Min on his parking space.
Mediation Attempts
Six rounds of mediation were organized by various parties including the community, property management, police, and the Changsha Sports Bureau between July 2 and July 10. Initial attempts failed as Peng, her boyfriend, or Min were often absent or unwilling to participate under certain conditions. Demands during mediation included personal apologies and a request for a 50,000 RMB donation to disaster relief in Guangxi from Peng's boyfriend. A resolution was finally reached on July 10, with Peng offering a formal, written apology and compensation to Min.
Outcome and Disciplinary Action
Following the investigation, the Changsha Sports Bureau decided on July 11 to suspend Peng from her post. Disciplinary inspection authorities are conducting further verification into the matter. The bureau stated it would take this incident as a serious lesson to strengthen the education and management of its staff.
