At a press conference held by the municipal government on August 31st, it was announced that the Beijing Free Trade Pilot Zone Linkage Development Area has been officially established, with its implementation plan now in effect. The Haidian District has been incorporated into this new development zone.
Haidian District officials highlighted that artificial intelligence is the region's core competitive industry. By 2025, the core output value of the sector is projected to surpass 350 billion yuan, reflecting an impressive annual growth rate of 30%. The district is already home to over 2,000 AI enterprises, accounting for about 80% of the city's total, positioning it as one of the most vibrant and resource-dense AI innovation hubs in the country.
The rapid expansion of the industry is underpinned by the continuous accumulation of innovation resources. Haidian District hosts five national key laboratories in the AI field, four new R&D institutions, and five national AI industry-education integration innovation platforms. It also boasts a pool of 12,300 AI scholars and approximately 90,000 AI professionals. The district has taken the lead in formulating the country's first "Generative AI Intellectual Property Guidelines" and has received approval to build the National University AI Regional Technology Transfer Center (Beijing). Additionally, the Beijing Medical and Health Trusted Data Space is now operational.
In line with the broader work plan, Haidian District has developed its own implementation plan for the linkage development area. This plan emphasizes high-level openness as a guide, institutional innovation as a core, and scientific and technological innovation as support. It focuses on fundamental AI research, technological breakthroughs, and scenario applications, aiming to deeply integrate the innovation, industrial, capital, and talent chains to build a globally influential AI industry highland.
In terms of spatial layout, the Haidian linkage development area covers a total of 8.65 square kilometers, encompassing six parks: AI North Latitude Community, AI Origin Community, Zhongguancun Software Park, Shangdi Information Industry Base, Dongsheng Science and Technology Park, and Xisanqi Science and Technology Park. The AI North Latitude Community is focused on fostering "one-person company" entrepreneurship, while the AI Origin Community was selected as one of the "Top 10 Global Innovation Zones" for 2025. Zhongguancun Software Park is one of the most concentrated areas for software and information services in China, and the Shangdi Information Industry Base brings together leading internet and AI companies. Dongsheng Science and Technology Park is home to the country's first embodied intelligence innovation industrial park, and Xisanqi Science and Technology Park hosts the Haidian Zhigu pilot testing port. Together, these six parks form a complete chain from foundational R&D and pilot testing to scenario implementation, facilitating the industry's shift from "point-based clustering" to "chain-based synergy."
The implementation plan outlines 12 key tasks, including innovative proposals to build a national-level AI standards highland, support pilot projects for coordinated computing power scheduling in the Beijing-Tianjin-Hebei region, and establish a comprehensive service system for AI companies to expand globally. These tasks target crucial areas such as rule-setting influence, computing power collaboration, and international circulation.
A district official stated that Haidian will foster an open collaboration model characterized by "source innovation in Haidian, with broad scenario applications elsewhere." This includes sharing application scenarios with other districts like Shijingshan, Fengtai, and Mentougou, promoting the broader application and transformation of AI technological achievements, and contributing to Beijing's goal of becoming a global AI innovation highland.
